Destruction as Syrian forces take opposition town

BEIRUT (AP) ? Syrian activists said Wednesday a government offensive in northern Syria during which troops overran a major opposition stronghold has left behind scenes of destruction, with corpses in the streets, homes burned to the ground and shops that have been pillaged and looted.

The reports of 40 people dead in Saraqeb since Sunday come as Arab leaders meeting in Baghdad remain deeply divided over how to help solve Syria's yearlong crisis. President Bashar Assad said he has accepted a six-point U.N. plan to resolve the conflict, including a cease-fire, but the opposition is deeply skeptical that he will carry it out.

The fall of Saraqeb, a large town on the main highway linking the northern city of Aleppo with the Syrian capital, was the latest in a string of opposition strongholds to fall to ruthless assaults by the better-equipped Syrian military. Most of those strongholds and areas around them have since seen renewed flare-ups in violence, reflecting the resiliency of the uprising and the military's inability to firmly put down the revolt.

Activists on Wednesday also reported clashes between Syrian army units and rebels in the country's center, east and south.

At least four civilians, four soldiers and five army defectors were killed in the central town of Qalaat al-Madiq and nearby villages, activists said, as troops advanced and closed in on rebels. The town, in Hama province, has been battered by heavy machine guns and artillery for days. Activists said the town's historic castle was not spared the shelling.

"People are fleeing their homes, many of them unsure which direction to take," said an activist in the area who identified himself as Ammar.

The military seized Saraqeb overnight after a four-day offensive that began Sunday. Rebel fighters had an active presence in the northern town and used it as a base to target army convoys nearby. In Saraqeb, as in other towns and cities recaptured recently by the army, Syrian troops left behind a trail of death and destruction.

The Local Coordination Committees network issued an appeal for international humanitarian organizations to urgently visit the town and said there were many unidentified corpses and wounded people there.

"Regime forces have forcibly displaced a large number of activists' families, and burned and shelled approximately 300 homes. They also pillaged and set fire to most shops," the LCC said in a statement.

The British-based Syrian Observatory for Human Rights confirmed the reports and said most of the town's residents had fled along with the rebels. It said more than 40 people had been killed during the fighting over recent days.

The reports by the groups and by other activists could not be independently confirmed. Video from Saraqeb posted on the Internet appeared to back claims of destruction and pillaging.

One video showed what appeared to be a destroyed home. Another showed burned out apartments, several burned cars and a row of shops with their shutters blown off. The slogan "Down with Bashar" was sprayed on one of the shutters. "Down with Iran's dog," read another. Iran is one of Syria's last close allies.

Activist Fadi al-Yassin in the northern province of Idlib said the army was now in full control of Saraqeb, stationing snipers on rooftops and conducting searches and raids using civilian cars and taxis to confuse residents.

He said army defectors known as the Free Syrian Army resisted on the first day but then pulled out, fearing that they would bring more destruction on the town.

"They fled because there was no way they were going to be able to face the regime's huge military force," he said by satellite phone.

He put the toll at around 50 killed since Sunday, mostly civilians but also including rebel fighters.

"The situation is very hard on the ground, and it's difficult for us to get there to find out exactly what is going on because the army is in complete control of the city," al-Yassin said.

Elsewhere, three Syrian soldiers were killed in clashes with rebels in the central province of Homs on Wednesday. The Observatory said the fighting broke out when government forces tried to enter the town of Rastan, which is in the hands of army defectors. The activist group also reported clashes in the Deir el-Zour province along the Iraqi border and said government troops fired mortars at the city of Homs.

The official Syrian news agency, SANA, said "armed terrorists" ambushed an army general in the northern province of Aleppo, shooting him to death.

The fresh violence coincides with a new wave of international diplomacy seeking to end the conflict that the U.N. says has left more than 9,000 people dead.

Syria said Tuesday that Assad accepted a peace plan put forward by U.N.-Arab League envoy Kofi Annan. The plan calls for Damascus to immediately stop troop movements and use of heavy weapons in populated areas and to commit to a daily two-hour halt in fighting to allow humanitarian access and medical evacuations.

It also calls for a full cease-fire to be supervised by the U.N. so that all parties can discuss a political solution.

Members of the fractured opposition struggling to end Assad's rule accused him of using the plan to stall for time as his troops make a renewed push to finish off bastions of dissent.

The U.S. and Britain, both of which have called on the Syrian president to step down, said Assad must back his words with action.

U.N. Secretary-General Ban Ki-moon said Syria's acceptance was "an important initial step" that could bring an end to the violence.

"I strongly urge President Assad of Syria to put those commitments into immediate effect," Ban told reporters in Kuwait City. "There is no time to waste."

The 22-member Arab League was discussing a new resolution on the Syria conflict at a summit in Baghdad. The body's foreign ministers were expected to ask their heads of state to urge the Syrian regime to halt its crackdown on civilians, allow humanitarian groups into the country and free detainees. The ministers were meeting in the Iraqi capital on Wednesday, and heads of state will gather on Thursday.

A Syrian Foreign Ministry spokesman, Jihad Makdessi, said Damascus would "not deal with any initiative" that might come out of the 22-member Arab League.

The League suspended Syria's membership last year as a part of a package of sanctions aimed at pressuring it to stop the crackdown.

Arab countries are divided over how aggressively to intervene in Syria's turmoil. Gulf nations, particularly Saudi Arabia and Qatar, are believed to want to start providing weapons to Syria's rebels and even carve out a "safe area" inside the country that the opposition can use as a staging ground.

Iraq, the host of this week's summit, is more cautious. Baghdad's Shiite-dominated government is close to Iran, Assad's closest ally, and is wary of hurting those ties.

National salaries 'biased against teachers'

?The national salary structure?s bias against teachers is overwhelming,? Mr. Acevedo says.

Not only are Nicaraguan teachers the worst paid in Central America, but they?re also among the worst paid professionals in Nicaragua. In real wage terms, an average public school teacher in Nicaragua earns less than 60 percent of the average wages for other jobs, and only half of what it costs to provide the canasta basica, a list of 56 basic food and household items needed to support an average family.

Teachers in Nicaragua earn less than miners, factory workers, construction workers, and government functionaries who stand in traffic rotundas waving Sandinista flags at passing cars, according to a comparative study on real purchasing power, Acevedo says. Most teachers earn only half as much as a market vendor.

?The average teacher is either living in poverty or right on the verge,? Sandinista analyst Oscar Rene Vargas says.

Teachers in Nicaragua earn around $185 to $226 a month, according to estimates by Acevedo and Jos? Antonio Zepeda, president of the National Confederation of Nicaraguan Education Workers (ANDEN).

?Despite the continuous salary increases over the past six years ? representing a total of 140 percent in wage increases ? teachers still don?t earn enough to meet the costs of the canasta basica,? Zepeda said.

This is because any salary increase on paper has been virtually cancelled out by inflation and the increases to costs of living, says Acevedo.

?The salary increase projected for teachers in 2012 is 9 percent, but inflation is projected to be 7.95 percent,? he says. If projections are correct, the real increase in teacher salaries will be 1.05 percent. ?At that rate of growth, teachers will need to wait 65 years for their salaries to catch up with the average national salary,? Acevedo says.

Actions speaking louder than words

?The deficit in education spending is not a problem that started with this government, but this government has not changed the tendency of underfunding,? says Mr. Vargas. ?The situation is stagnant.?

Though the Ortega administration has lobbied the World Bank and EU for outside financing to support its education strategy ? a plan Sandinista officials have quietly presented to international donors but kept guarded from any public scrutiny ? the government is hesitant when it comes to opening its own purse strings to pay teachers? salaries, says Mr. Acevedo.

Ortega, who receives nearly $500 million a year in Venezuelan aid, recently thanked teachers for their ?vocation for service.? But despite his thanks, critics say the Ortega government once again did not do enough to address low salaries for educators in the 2012 budget, which was hurried through National Assembly earlier this month by the Sandinista supermajority.

The Ministry of Education?s (MINED) department of public relations said they weren?t authorized to give out information about teachers? salaries, and also ignored written requests for information.

But some say the problem isn?t lack of funding, but how government money is spent.

For example, in the 2012 budget the government earmarked $111 million ? double what it spent last year ? on paying down the internal debt. At the same time, this year?s budget will increase education spending by $20 million, which means in terms of gross domestic product (GDP), education spending will be the same as it was last year: 3.7 percent.

That?s only half of what the country should be spending on education, Acevedo says. ?The country needs to establish its priorities.?

Poor quality of education

Nicaragua?s cash-strapped school system is amongst the world?s lowest in terms of secondary-school enrollment:? Only 45 percent of students who enter primary school go on to high school.

Many of those who do make it to high school may not be learning much more than those who drop out, though. The country?s high schools only have enough books to cover 55 percent of the students, something the Ministry of Education blames on a lack of the estimated $6 million needed to print new texts. The ministry hopes the funding will become available by the end of the year.

Those who do attend high school are not held to education standards or international benchmarks. The country performed so poorly in worldwide standardized testing that it stopped participating in global testing several years ago.

And according to recent university entrance exams, only 10 percent of students pass the basic math requirements, and 20 percent pass the Spanish-language requirement.? Scores were so low that the National Autonomous University of Nicaragua in Le?n last year lowered the passing grade on its entrance exam to 54 out of 100. But even then, only 68 percent of the high school graduates passed.

?There is a lot of government propaganda about education, but the quality of education in Nicaragua still leaves a lot to be desired,? says Carlos T?nnermann, the first Sandinista government?s minister of education and a former member of the UNESCO Director-General?s Advisory Group for Higher Education in Latin America.

Nine Conditions For Selecting A New Member Of A Nonprofit Board ...

Many nonprofit organizations contain term limits in their by-laws for members of their Boards of Trustees. Some of the Boards on which I have served have different provisions. One provided for three year terms, with no more than three consecutive terms before the member was required to take at least one year off the Board. Another provided for annual terms, with no more than five years on the Board. Another allowed a Board member to serve for no more than a total of three terms of two years each.

There are a number of good reasons for these provisions. They encourage new points of view, different mixes of ideas at the table, and expose the organization to more individuals within the community. However, there are also challenges that must be addressed when there are term limits, most having to do with the ongoing process of nominating qualified people to the Board. If nonprofits use the checklist below, they will make the job of replacing Board members more efficient and more beneficial to fulfilling the mission of the organization.

1. Form a nominating committee. When there are too many people contributing to the selection, the process becomes encumbered. It is much more efficient to select three Board members to prepare a list of candidates to the entire Board for their selection.

2. Look for talents that are missing on the Board. Think about selecting an attorney, or an accountant, for example, to be able to have their expertise as part of the Board decision-making process.

3. Look for diversity. Every nonprofit Board must account for the makeup of its constituency, and provide adequate representation on the Board. Select on the basis of fulfilling gaps in gender, race, age, economic circumstances, and geographic location.

4. Find people who are truly committed to the success of your organization. There are a lot of people who compile a list of their Board positions as if they were applying for a job. Make sure your candidate has a proven record in supporting the purpose of your nonprofit.

5. You must decide on whether you want to have a ?rubber stamp? Board, or one that thrives on acrimony. There are places for both, and one is not necessarily preferable over the other. It is a matter of evaluating the strength of your Executive Director, and deciding whether you want to provide support for their policies, or give them the benefit of contending with alternate points of view.

6. There are some good arguments for selecting people who will likely become or are significant financial contributors to the organization. However, selection on the basis of honoring their support is no substitute for evaluating their potential contributions to the decision-making process.

7. There should always be an ?A? list and a ?B? list. The ?B? list should be arranged in order of preference. It is used to provide alternates in case any of the invitations to the ?A? list are not accepted.

8. Institute an orientation program for new Board trustees. It is a daunting task for someone to acclimate themselves to the culture of your Board, and giving them the opportunity to become familiar with your history, your facilities, your staff, and your current issues, will be very beneficial for them and make them productive in shorter time.

9. When inviting a person to come on your Board, be very clear that yours, like most nonprofits, consider fundraising an essential function of each Board member.

If you adhere to these nine points, you will fulfill your nonprofit fiduciary obligations, as well as keeping your Board vital, active, and effective.

Signs Of Trouble Revealed On Woman's Facebook Page Before Jesup Murder/Suicide

CEDAR RAPIDS, IA (CBS2/FOX28) - On Friday Buchanan County Attorney Shawn Harden revealed new details in a tragic murder suicide in Jesup.

Harden said that a Facebook post could have been the catalyst that put the whole event in motion. An event that ended with Lindsay Nichols? ex-boyfriend, Tim Roses, shooting her before killing himself in front of her new boyfriend?s Jessup home.

Nichols' Facebook wall reveals a young woman fearing for her safety since a February break-up with Roses. Harden said Roses had repeatedly told Nichols that he was going to leave his wife. When that didn?t happen, Nichols ended the relationship. However Harden said, Roses wasn?t willing to let Nichols go.

One post from Nichols? wall reads, "I really don't think that I should feel unsafe because I feel I am being watched," Nichols said.

A second post tells friends that her ex-boyfriend, Tim Roses, may be trying to friend them to keep an eye on her

Yet, it was a relationship status change that, ?May have brought it all to a head,? Harden said.? Nichols changed her Facebook status from single to in a new relationship on Wednesday just before her muder.

?She's saying I feel like I'm being watched, in a way it's ironic she is being watched on Facebook," Emily Muhlbach, who oversees social media at Mount Mercy University said.

"I think it's so alarming that a single post can lead to something so traumatic if indeed that was the way it went.,? Muhlbach added.

She explained that social media evokes a false sense of security.

?Whatever you post could multiply almost exponentially and that's hard to think through when you're overwhelmed by something going on in life,? Mulbach said.

Women in Cedar Rapids said they're aware of the dangers. One woman even said she only uses her initials and not her name on Facebook for safety reasons.

?I don't have my maiden name. I don't have the town I live in," she said.

Others said they too closely monitor their online privacy.

"That whole I'm going to check into this place on Facebook, I'm not into people knowing where I?m at all the time," Cedar Rapids resident Melissa Parks said.

Yet, even with safety concerns others said they filter what they say, but do still maintain a large number of friends online.

?I have about 600 Facebook friends and I'm pretty sure all of them see everything I put on there," Cedar Rapids resident Tara Neally said.

The connection between social media and Lindsay Nichols' death isn't the first. Just last week jurors handed down the first every guilty verdict in a hate crime for online invasion of privacy. Dharun Ravi, 20, faces up to 10 years in prison and could face deportation to India because he is not an American citizen.

Ravi?s roommate, Rutgers University student Tyler Clementi, committed suicide after a Ravi broadcast a romantic meeting between Clementi and another man.

Manzullo loses Illinois primary race; Jackson wins

CHICAGO (AP) ? U.S. Rep. Don Manzullo, a 10-term Illinois Republican, lost a grueling primary battle to a freshman congressman on Tuesday, as U.S. Rep. Jesse Jackson Jr. easily won his Democratic nomination and an Iraq war veteran was chosen to face a tea party firebrand in November.

Manzullo and Jackson faced the toughest primary battles of their careers, and a new congressional map, which dramatically reshaped partisan territory in the state, added to the intensity.

With 97 percent of precincts reporting, Jackson had 71 percent of the votes, while his challenger, former one-term U.S. Rep. Debbie Halvorson, had around 29 percent. Halvorson called Jackson to concede after the intense primary season which featured expensive public relations consultants and attack ads on both sides.

"I had to take it very seriously," Jackson told The Associated Press Tuesday night who said Halvorson made him a better candidate. "I never take an opponent lightly. She put up a very, very strong challenge."

However, Manzullo said he wouldn't concede to freshmen U.S. Rep. Adam Kinzinger until all the votes were counted. With 99 percent of precincts reporting, Kinzinger, a former Air Force pilot, had 56 percent of the vote compared with about 44 percent for Manzullo.

Their primary was also one of the most aggressive in Illinois, with both candidates trying to portray themselves as the more conservative candidate. They were forced into a runoff after a new congressional map, drawn by Democrats.

Kinzinger said that winning the nomination was a sign that Illinois voters wanted new blood in Washington. He was among five GOP congressmen elected in 2010 during a Republican surge.

"Voters want to put that faith in the new generation of conservative leaders," Kinzinger told AP late Tuesday.

Meanwhile, Iraq war veteran Tammy Duckworth won a primary contest over former Illinois deputy treasurer Raja Krishnamoorthi in Chicago's suburbs and will run against outspoken Republican U.S. Rep. Joe Walsh in November.

Voters also determined the fall match-up for the state's only open congressional seat, which is being vacated by the retirement of U.S. Rep. Jerry Costello, the longest-serving Democrat in the state's U.S. House delegation. Republican lumber businessman Jason Plummer and Democratic former regional schools superintendent Brad Harriman will be on the ballot.

Democrats say they could gain as many as five new seats in Illinois come November, pushing them closer to regaining the U.S. House. But Republicans say they're poised to pick up a seat in the southern half of the state and can successfully defend challenges to the five GOP congressmen who won in 2010 during a Republican surge in Illinois.

Republicans will lose at least one congressman because the state lost a congressional seat in the remap ? from 19 to 18 ? and the incumbent matchup in north-central Illinois.

Kinzinger's old district was split in the remap, which was handled by Democrats and carved out territory in their favor. He decided to run against Manzullo, who is currently serving in the 16th Congressional District. The district is one of Illinois' most conservative pockets, curving from the Wisconsin border to the Indiana line and including farms, far flung Chicago suburbs and manufacturing communities.

No Democrats ran in the Tuesday primary, so Kinzinger will almost certainly head back to Washington.

The primary for Jackson, who first took office in 1995, was the most intense of his career. The son of the civil rights activist mounted an aggressive primary fight with Halvorson as she has made questions about his ethics central to her campaign. While he has denied any wrongdoing, the House Ethics Committee is investigating Jackson's ties to imprisoned ex-Illinois Gov. Rod Blagojevich.

However, the issue appeared to resonate little with voters who cited his long experience in the district which extends from neighborhoods on Chicago's South Side, its south suburbs and beyond.

"Jesse Jackson Jr. has been in my community for a long time and I support him," said Oscar Dixon, 63, of Chicago. "He's like a family member... He really delivers for me."

Duckworth, an Army helicopter pilot who lost both her legs in a rocket-propelled grenade attack in 2004, focused her victory on Walsh. The tea party candidate has been in the spotlight for criticizing President Barack Obama. Duckworth called him an extreme voice for the district which is one of the most diverse on the congressional map and spans several northwest Chicago suburbs.

"I spent my entire adult life in service to this nation and I would be honored to continue that service as a member of Congress," she told supporters at her suburban victory party.

Cuba detains 'Ladies in White' ahead of Pope visit

HAVANA - Cuban authorities detained about 70 members of the dissident group Ladies in White over the weekend, drawing fresh attention to human rights issues days ahead of a visit by Pope Bendict XVI.

Eighteen women, dressed in their customary white clothing, were rounded up and taken away in buses after they left their permitted route through Havana's Miramar neighborhood during their weekly Sunday march in the Cuban capital, said a Reuters cameraman on the scene.

The arrests are likely to bring into focus the relationship between the Roman Catholic Church and the Communist Cuban regime, which is officially atheist but has recently had better relations with Christian groups.

A One Cuba/Una Cuba Facebook campaign has been started by Cuban Americans in Florida, calling for the Pope to meet the country?s dissidents during his two-day visit, which begins March 26.

The Miami Herald notes that Pope John Paul II?s visit in 1998 was followed by concessions from the government including permission for television broadcast of Masses while Christmas Day became a national holiday.

However, Catholic authorities said last week a visit with dissidents was not on the pope's program.

Ladies in White member Magaly Norvis Otero Suarez told Reuters that 16 of the women were arrested Saturday evening when they attempted to stage a march in central Havana and another 36 were detained Sunday morning as they prepared to go to mass at Santa Rita Catholic Church, then stage their silent march along 5th Avenue, Miramar's main boulevard.

They had gathered at the home of their deceased leader Laura Pollan over the weekend to commemorate the anniversary of the arrest of 75 government opponents in March 2003 that gave rise to the organization, Otero said.

Human rights activist Elizardo Sanchez told Reuters that along with the estimated 70 women detained in Havana, another 12 dissidents were arrested in other provinces.

"The Ladies in White," or "Damas de Blanco" in Spanish, were the wives and mothers of the 75, who received lengthy sentences but have all been freed, most as part of a 2010 agreement brokered by the Roman Catholic Church that resulted in the release of 130 political prisoners.

The group has continued its weekly marches, which are the only public protests allowed in Cuba, saying there are still more political prisoners to be freed.

They are allowed to walk along a 12-block stretch of 5th Avenue, but are quickly detained when they vary from the prescribed route. On Sunday, they continued toward the Malecon, Havana's famed seaside boulevard, before police swooped in.

In numerous similar incidents in the past, the women have been released within hours without charges.

By early evening on Sunday some of the women had been freed.

'Not very favorable climate'
"They released us an hour ago and have begun releasing the others, though many have yet to report in," Otero, one of the 18 women picked up at noon on Sunday, said by telephone. The detentions followed a controversial incident last week when 13 dissidents occupied a Havana Catholic church demanding that Pope Benedict mediate an end to Communist rule.

After two days, they were ousted by police at the Church's request, which raised the hackles of Cuba's small dissident community.

Sanchez said the arrests are "creating a not very favorable climate for the pope's visit."

"The fault lies first with the government for its excessive repression as always, and the Catholic authorities' error for allowing the violent expulsion of dissidents from the church," he said.

Ladies in White leader Berta Soler has said her group would like to meet briefly with the pope to discuss human rights in Cuba. She was not at the Sunday march because she was among those detained beforehand.

The Cuban government views dissidents as "mercenaries" in the pay of the United States, its longtime ideological foe.

However, the visit of the Pope throws the activities of groups such as Ladies in White into the spotlight.

Amnesty International has previously raised concerns about their treatment, saying Ladies in White ?have repeatedly suffered harassment from Cuban authorities for their peaceful protests?.

Last year a report issued by the Paris-based International Federation for Human Rights (FIDH) said rocks and iron bars were used against them in one attack, causing them ?injuries, some considerable."

However, the Ladies in White distanced themselves from activists who occupied a Catholic church last week demanding that Pope Benedict XVI press Havana for political freedom.

That group of dissidents, allied to the little-known Republican Party of Cuba (PRC), were holed up since Tuesday at the Our Lady of Charity church in central Havana.

"I don't know them," said Guillermo Farinas, a dissident who has been on hunger strike more than 20 times, told the AFP by telephone. He warned the activists to "beware of carrying out any type of provocative action that could damage the credibility of the peaceful political opposition in Cuba."
